REGULAR TOWN BOARD MEETING VILLAGE OF FRANKLIN GROVE LEE COUNTY, ILLINOIS
OCTOBER 11, 2010 MINUTES APPROVED NOVEMBER 8, 2010 On October 11, 2010 the regular meeting of the Village of Franklin Grove, held at the Village Hall, 105 E. South Street, Franklin Grove, Lee County, Illinois, was called to order by President Robert Logan at 7:01 p.m.
ROLL CALL Present: Trustees Karen Didier, Tony Schaneberg, Chad Murphy, Scott Spangler, Keith Roop, David Atkinson, Attorney Rolfe Ehrmann, President Robert Logan and Clerk Lori Smith.
MINUTES Motion made by K. Roop, seconded by K. Didier to approve the Minutes of the Regular Meeting of September 13, 2010. Passed: 6/0
RECOGNITION OF VISITORS See attached. Motion made by D. Atkinson, seconded by C. Murphy to set Trick or Treat Hours for Sunday, October 31, 2010 from 4:30 p.m. until 7:00 p.m. and allow up to $150.00 for food and prizes for the Halloween Parade at the Elementary School. Passed 6/0
ENGINEERS REPORT (Ralph Tompkins) Ralph Tompkins advised that paving should begin by the end of this week or early next week. Motion made by T. Schaneberg, seconded by K. Didier to authorize up to $6,000.00 for additional work due to a soft spot on Lahman Street. Passed: 6/0 Motion made by K. Roop, seconded by S. Spangler to approve approximately 100 feet of sidewalk on the south side of Lahman Street, west of Spring Street pending availability of grant funds. Passed: 6/0
VILLAGE CLERKS REPORT See attached.
BILLS & LATE BILLS Motion made by, K. Roop, seconded by D. Atkinson to pay bills, late bills and make necessary transfers. Passed: 6/0 Motion made by K. Roop, seconded by S. Spangler to approve the Supplemental Resolutions appropriating an additional $350.00 and $15.00 of Motor Fuel Tax Funds for maintenance. Passed: 6/0
POLICE REPORT See attached.
LEGAL ISSUES (Attorney Ehrmann) Attorney Ehrmann advised that, with regard to the property located at 321 N. Walnut Street, the judge awarded the Village a $50.00 a day fine that dates back to 2007 and is requiring the Village to get two bid to demolish the building and attempt to contact the owner one more time. Motion made by K. Roop, seconded by K. Didier to approve a First Reading of Ordinance No. 709-10 Amending the Village of Franklin Grove Comprehensive Plan and the Franklin Grove Zoning Code with recommended changes. Passed 6/0
GENERAL ISSUES
COMMITTEE REPORTS
STREETS & ALLEYS (T. Schaneberg Chairman) Trustee Schaneberg advised the board that an auger is needed to dig holes for the new street signs because the ground is too hard.
WATER & SEWER (K. Roop Chairman) See attached. Trustee Roop advised the board that they would be viewing the video of the storm sewer at John Nicholson's property.
COMMUNITY DEVELOPMENT (D. Atkinson Chairman) None
PROPERTIES (C. Murphy Chairman) Trustee Murphy advised that the storage unit at Atlasta Park has been finished and the list of repairs provided by Marilyn Spangler have been fixed.
FINANCE COMMITTEE (K. Didier Chairman) Motion made by T. Schaneberg, seconded by D. Atkinson to submit the claim for the accident Don Fore had with the Village Truck. Passed: 6/0
TOURISM (S. Spangler Chairman) Trustee Spangler will be putting together a pamphlet on Geo Cash.
HISTORIC PRESERVATION/EARLY WARNING (S. Spangler Chairman) Trustee Schaneberg advised the board that the Fire Department wants the Village to assume responsibility and liability from the control panel all the way up to the siren.
OTHER BUSINESS Motion made by T. Schaneberg, seconded by K. Didier to go into executive session at 8:49 p.m. Passed: 6/0 Motion made by T. Schaneberg, seconded by K. Didier to come out of executive session at 9:02 p.m. Passed: 6/0 No action was taken in executive session.
ADJOURNMENT As no further business was brought before the board, a motion to adjourn was made by T. Schaneberg, seconded by C. Murphy and carried by unanimous vote at 9:10 p.m.
